The Port Jervis Community Development Agency is designated by the City of Port Jervis as the local administrator of federal, state and local funds for housing, public facilities, and economic development programs for the creation of jobs and commercial revitalization to promote local commerce and industry.
The mission of the Agency is to leverage private/public investment, to preserve the City’s housing stock, improve public infrastructure, assist in the expansion of existing businesses, and promote the attraction of new industry which will increase employment opportunities and enhance the city’s tax base.
The Port Jervis Community Development Agency is enabled under New York State General Municipal Law §584: NY Code Section 584: Title 15.
Since 1981, The Port Jervis Community Development Agency (PJCDA) has been the City’s local administrator of federal, state and local funds for housing, public improvements and economic development programs. The mission of the Agency is to preserve the City’s housing stock, upgrade and improve public infrastructure and leverage private investment through the use of available public resources to retain and attract new industry, promote employment opportunities and improve the quality of housing, neighborhoods and life in the Port Jervis community.
PJCDA is governed by an all-volunteer Board of Directors (listed below) committed to the economic prosperity of the community and quality of life for its citizens. Located in the heart of the City’s downtown district, PJCDA has spearheaded the growth and expansion of many small businesses and created a public/private partnership for revitalization of the City’s downtown center and enhancement of the City’s tax base.

The Port Jervis Community Development Agency has a wide variety of financing programs available to businesses.
Community Development Block Grant (CDBG) Program – provides long-term, low- interest rate financing for new and expanding companies with job creation activities. Funding is based on an annual competitive application to the New York State Empire State Development Corporation for pre-approved projects.
Facade Loan Program – provides loan financing for commercial property owners in need of funding assistance for building exterior improvements. Rates are as low as 3% with terms of 5-20 years and loan amounts up to $25,000.
PJCDA Economic Development Revolving Loan Program – offers low-interest, fixed-rate financing with terms up to 20 years for new and expanding businesses. Loans start as low as $1,000 with a maximum loan amount of $25,000 per transaction. Owner equity of 10% and participation of private lenders is requested for larger projects undertaken by expanding businesses. Businesses must create/retain employment opportunities as a condition of loan financing.
