Vince Lopez, Director
Vince Lopez is the full time Director of the Department of Public Works. He has served in this capacity since 1993. Vince has over 22 years of heavy commercial construction experience, the last 11 years in his own business employing an average of 20-30 people with yearly sales of 1.0-2.5 million dollars. He is currently in charge of the Department of Public Works, Water Department and the City Dial-A-Bus System. Duties include preparation of an annual budget, planning, scheduling and overseeing work related to, municipal buildings and grounds, roads, streets, sidewalks, street lighting, traffic signals, storm drainage, sanitary sewer, vehicle maintenance, solid waste inclusive of garbage, recycling and composting. City reservoirs, watershed, dams, spillways, water treatment facility, pumping stations, water distribution system inclusive of water mains, valves, services and hydrants also come under his supervision.

Wayne E. Kidney, Building Official

Wayne E. Kidney is the full-time Building Official, Plumbing Inspector and Zoning and
Flood Plain Administrator for the city of Port Jervis. He has served in this capacity for
14 years. Wayne was in the construction trade for over 15 years as a general
contractor with much experience in both residential and commercial construction. He was
appointed Building Official in June of 1990 and has been trained and certified by the New
York State Department of State, Codes Division.
Wayne has attended Orange County Community College for 1 year in the Criminal Justice
Program. Wayne is President of Tri-County Chapter of New York State Building
Officials Conference, Tri-County Chapter State Delegate, President of the Board of
Directors of the Hudson Valley Code Enforcement Officials' Educational Conference,
Executive Secretary of the Port Jervis Electrical Board of Examiners, member of the Port
Jervis Plumbing Board of Examiners and a member of the Port Jervis Volunteer Fire
Department's Maghogomock Hook and ladder Company #1. Wayne is a United States Navy
Veteran, 1970-1974, Submarine Force Atlantic Fleet.

The Port Jervis Fire Department consists of 397 members. There are 5 fire stations located strategically within the confines of the city. The city also has 1 heavy duty rescue truck, a 105-ft. aerial and 1 fire police van. One of the highlights of the fire department is its annual Fireman's Day Parade which in 2000 celebrated it 150th parade.

(Mrs.) Yvonne Duryea, Assessor, SCAA

Assessor, Yvonne Duryea, has been employed with the City of Port Jervis since 1979. She was appointed full-time, sole Assessor in 1996, and holds the designation of State Certified Assessor, Advanced. Yvonne was President of the Orange County Assessor's Association in the years 2001-2003, currently serves on the Board of Directors for the Mid-Hudson Valley Assessor's Association, and is a member of the New York State Assessor's Association.
A life-long resident of Port Jervis, Yvonne is active in her community. She is a past officer of the Port Jervis Business & Professional Women's Club of Port Jervis and serves on their finance and budget committee. Together with her husband Roger, they have raised two fine children who are married, reside and work in Port Jervis. Yvonne's favorite past time is to play with her grandchildren Jack and Michael, and Kate.

Mission Statement of Department:
The position of City Clerk-Treasurer advises and guides the Mayor and Common Council of the City of Port Jervis on adoption of a financial plan to operate the city during its fiscal year, January 1st to December 31st. The adopted budget provides the necessary services for a community of 8,860 in the areas of public safety, health, transportation, economic assistance, culture and recreation and general administrative services.
The Office of the City Clerk-Treasurer maintains information on real property taxes, has the responsibility of collecting revenue, issues & collects water utilities, disburses accounts payable, acts as the receiver of all City revenues and issues hunting licenses and landfill permits.
The City Clerks Office also serves as the Registrar of Vital Statistics issuing marriage licenses while maintaining all birth, death and marriage records that occur within city limits. To obtain certified copies of these records you may visit our office from 8am-5pm Monday thru Friday or send in a written request. Valid photo ID must be available for all requests. Mission Statement of Department
The Port Jervis Recreation Departments function is to provide the community with recreational and healthy activities for all age groups. The Director of Recreation advises the Recreation Commission, Common Council, and Mayor on all activities that are taking place and on future recreational programs. It is the Directors job to keep the City of Port Jervis updated with new recreational technology and new programming as we head into the 21st Century.
The Recreation Department oversees the citys five playgrounds and parks, the municipal beach (West End Beach) and the Youth Community/Center. West End Beach is located on the beautiful Delaware River and is supervised by certified lifeguards. The Youth Community Center, opened year round, provides our youth with after-school-activities as well as plenty of summer programming. The superintendent works closely with all other city departments, the Port Jervis School District and county agencies in an effort to improve the quality of life for the community.

The Youth/Community Center is operated by the Recreation Department and is located at 134 Pike St. (next to the library). We conduct an after-school program from September - June and are open the following hours: Monday-Thursday 3:00-7:00 PM

John V. Faggione, Director of Recreation

John V. Faggione is the full time Director of Recreation for the City of Port Jervis.
John is a graduate of Port Jervis High School and has a Bachelor of Science Degree in Criminal Justice from St. Johns University in Queens, New York. He is a member of the National Parks and Recreation Association, New York State Parks and Recreation Society and coaches modified football and junior varsity softball for the Port Jervis School District. He also coaches an Amateur Softball Association (Girls 16 and under) traveling softball team during the summer months and is the Varsity Girls Softball coach for Port Jervis.

The Port Jervis Community Development Agency is a quasi-public agency designated by the City of Port Jervis as the local administrator of federal, state and local funds for housing rehabilitation, public improvements, economic development programs for the creation of jobs and commercial revitalization for the preservation of local commerce and industry.
The agency preserves the city's housing stock, upgrades and improves public infrastructure and leverages private investment through the use of available public resources to retain and attract new industry which will promote employment opportunities and increase the city's tax base.

resources of the community and how best to preserve them and educate the city's residents
about them. The historian carries out projects that he deems necessary and that preserve
the city's history for future generations. He also serves as a resource for information
